For a man's clothes, it would be pretty easy, since men's clothing is sized by measurements. You may have a hard time finding a size that small though. What type of clothes? Jeans and t-shirts, or businesswear? For both, you will need an inseam length also. For businesswear, you will need a chest and neck measurement to get the right size.

If a man had a waist that size he should never leave the house. The slightest breeze would flatten him and anything stronger might carry him out to sea, never to be seen again.
Best stay at home and just wear a 12 year old child's bathrobe all the time.
