The moon orbits the earth in the same direction the earth spins. The reason the moon seem to rise in the east and settle in the west is because the earth spins faster than the moon orbits. The earth overtakes the moon. It is this difference in speed that causes the apparent delay of the moon by about one hour every day

The moon doesnt realy risethe earths horison turns into it and does so about 30 times faster than the moon orbits the earth the delay is the difference between the earths rotation and the moons orbit.

Because the moon moves in its orbit around the Earth, so everyday it moves a little under an hour through it's orbit and seems to rise later each day.
