I probably would pick anywhere north of 395 close to Biscayne Boulevard up to Aventura for diversity (black, asian, white, etc).
Koreans work by the Fashion District (but that is mainly a warehouse area). The area is also populated with Puerto Ricans.
Other Asians can be found in North Miami Beach. Plenty of blacks in East and Northeast Dade.
And with the mix is obviously white Americans who have settled in Miami Shores, Morningside, Edgewater, Design District, Midtown Miami.
I also would check out Miami Beach, Coconut Grove & Miami Lakes, Brickell and southern Downtown (below NW/NE 5th Street for sure).
And the Hispanic people are everywhere, but more so in other parts of Miami - and they, as a group, are also very diverse. If you don't mind living in a diverse Hispanic area, I would check out Coral Gables, Coral Way, South Miami, Pinecrest, Dadeland, Kendall, Doral.
Also, to let you know, Kendall (Hammocks area or West Kendall), Doral, Miami Lakes, Pinecrest are all suburbs that are not easily accessible by Miami's Metrorail.
The cheaper suburbs are plentiful, but may not be as nice or may be even farther out, so I am not going to name them here since they would be far from being the best place to live in Miami. But even the far flung suburbs are diverse due to the attraction of cheaper housing.
But one alternative to cheaper housing in a diverse area in a central location - Little Havana / Miami River area is coming up nicely. Largely Hispanic though. Check the south side of the River near downtown or south of Little Havana (SW 8th Street) to Coral Way area (SW 22nd Street) to the Roads area around Coconut Grove. This is probably what I would say to be the best part of Miami to live in, for the price.

Where is the best place to live in Miami that is not hurricane prone, have more sun than rain, not crime infested and is culturally diverse? That is easy... anywhere but MIAMI! First of all, the entire state of Florida is hurricane prone. We do get a lot of sunshine, but also a lot of rain in the summer - nearly every day for at least an hour or so. Crime is a forgone conclusion in most of South Florida, ie; everything south of lake Okeechobee, and unless you like Latin culture, I would tend to stay away from South Florida.
That being said, if you can deal with some of the worst traffic in the US, giant bugs and lizards, high property taxes, and 90 degree heat and 100% humidity for 8 months of the year, then South Florida is the place to be. There are many suburbs that boast low crime rates and nice amenities, but keep in mind, traffic into and out of the city will be a nightmare. Just like any other giant metropolis, if you look around a bit, you can find someplace that suits your needs, within the limitations provided above.

HAHAHA Carol City yeah right! I'm not going to lie to you, I love Miami but it's not what everyone thinks. I'm Cuban and came to Miami 7 years ago and I live in Miami Lakes which is a great town a little north of Miami itself. It all depends on who you are, rich=the beaches or coral gables, not rich=anywhere else. The best nearly crime free neighborhoods are Kendall, El Doral, Miami Lakes, and Hialeah Gardens. Miami is also split according to ethnic background. For example, Hatians live in Little Haiti, Cubans in Hialeah and some in Little Havana, and Westchester or West-Dade, where you have all that fuzz about la calle ocho and it's festival, this are is occupied by a mix of Hispanics from everywhere and a lot of old people. Now this doesn't apply 100%, you still find different ethnic groups living anywhere in Miami. The main city is also accessed by anywhere, we have different highways and a whole bunch of main roads that travel all the way South-North and East-West through Miami. Miami has perfect weather overall but the hurricanes are bad and if they affect Miami, they normally affect all South Florida. There's no specific place where you have more rain than sun or more sun than rain. HOPE THIS WAS HELPFUL!

Like any major city, there are neighborhoods that are safe and some that are not. Crime can strike anywhere, but the safer part of Miami is the southern part...neighborhoods like South Miami, Pinecrest, Kendall, Coral Gables, Coconut Grove (near the water)are safe places, but expensive. Some middle class areas like Westchester, Sweetwater, Cutler Ridge are more affordable but less culturally diverse.
When the rainy season starts, it comes down in buckets...the worst lightening you've ever seen in your life. An there is no part of Florida that is not hurricane prone. You just have to get used to the stress of hurricane season. Every part of the country has some weather flaw...tornadoes, blizzards, mudslides...you just adapt like you would anywhere else.
I don't know what the "main city" is down here...I suppose it's Downtown, but consists mainly of banks, highrises and jewelry stores. I rarely go into downtown. There are jobs everywhere..not just downtown. You'll have to learn to deal with traffic too...no matter what part of Miami you live in.

I live in the Design District and LOVE it! I have friends who live on the beach and they are happy too, but the traffic getting off and on is a killer....
I think your restrictions are a little tough :) but really if you are ready for a sunny, warm, diverse and fun place to live, you should love Miami too! On the site of the realtor that I bought my house from there's descriptions of each neighborhood in the city, complete with stats and ethnic breakdowns, etc. That's what helped me find my little home here. It's off to the side, and says : Cruise the city. (Metro 1 is who I bought the house with.)

I live in Miami and what you are looking for doesn't exist.
It's a beautiful place to live but you can't have control of weather or mixed cultures. I would suggest you to live in the South or SW area rather than the North or NW. Good luck.
