Evidence has shown that antidrug commercials and advertising does nothing to decrease the number of people trying drugs- in fact in some cases the propaganda was shown to increase people's curiosity on the subject... Focus on minorities? I thing the drug war crap we see stateside is a farce to cover up what they're really doing with the funds they gathered for this "movement"- if the farce us directed more at minorities, so be it... It would NOT surprise me in the least.

It just happens that way because, as you call them minority segments, inhabit denser populated areas and expose illicit drugs more openly.
However, Methamphetamine manufacturing is done in rural areas by caucasians.
Hispanics and Mexicans are Marihuana users primarily and the odor is easily detected by Law Enforcement through conversation and canine units.
All ethnicities get very nervous when stopped by police if they have 5 to 10 years of prison in their vehicles or person.
Believe me, caucasians get nabbed too.

The war on drugs is a never ending battle on mostly dealers. It's sad but there will always be people out there who are money hungry enough to keep the drug crimes going. Cops focus mostly on dealers though and usually not the buyers. However sometimes undercover cops arrest buyers just to get to the dealers. It may not seem fare to some people, but one less drug lord may make the difference between that one mother going to rehab and getting her little girl back that she lost to social services.
