What is the difference between common wealth state and a regular state?

And why would it be a different name but same intentions, who change it and why , when did congress change it.

no diffrence, the reason you get diffrent names that today common wealth is usually a political unit, and the name sounds better.

such as People's Republic of China or Republic of China. the first one refers to communist china, and the 2nd one refers to when the country was run by the Kuomintang.

No difference, really, just a different name for the same thing.
