WHAT IS A SUBSTANCE THAT REACT WITH WATER TO FORM HYDROXIDE IONS?
By means of definition, they are Bronsted-Lowry's BASES.

You may state "...they are BASES!.." but you cannot include several Lewis's BASES.

Zor prime's answer is correct. For example, water or ethanol are lone pair donators (Lewis bases) but don't give OH- in solution (atleast not in substantial amounts)

OH- exists in large quantities in alkaline solution (base), vs. H+ for acids.
