Also, if you can recommend one in the Tampa, Florida, area, that would be great.

Depends on what is wrong with it. If it is clogged, or something is stuck in it, call a plumber. There is also a tool available at your local hardware store for freeing the drum if there is something stuck in it (cost about $1.50). It fits in the hex detent next to the reset button.
If you do not hear the motor humming at all, try pushing the reset button (the red button on the bottom). If that doesn't work, chances are good that you will need a new disposal. That is a DYI job - a good dispsal will cost about $50.00 and take a couple of hours for a good handyman to install.

With the price as low as they are. You're better off getting one at home depot and putting it in yourself. Just turn off the breaker before you start.
