What style do you like? That will determine what you get. If you like sport bikes, then the ninja 250 is it for you. Fast enough, fairly comfortable, fun to ride, a engine that rips for a 250, great gas mileage, 70 mpg, and cheap. Used ones are readily available. The Honda rebel is the best of the cruisers, although the Suzuki gz250 is nice to. All of them are nice beginner bikes that will provide plenty of enjoyment to a new rider.

In the US market, there's really only one 250 cc bike that's truly a sport bike, easy to find for sale, and with a proven reliability record, and that's the Kawasaki Ninja 250. It's a pretty good choice - it can accomodate a startling range of different rider sizes and has enough power to keep up on the freeway even if people where you live are total maniacs.
The only things that come close as rivals are the Hyosung Comet 250 (not as powerful or proven, but looks like it might hold up) and the Honda VTR250 (not so easy to find these days).
If you live outside the United States, you may have a much wider set of options. Most of the US-market 250s seem to be cruisers.

The Honda Rebel 250, a great little starter bike. I don't believe they make a 250 rocket yet, learn to repesct the bike before you get on a rocket, respect the bike and learn how to handle a bike then move into what you like or want. If you don't, it will come back and haunt you in the form of road rash or worse.
Maintaining bikes are just as much as maintaining a car, sometimes more. Take a course in bike maintenance and you can do some of it yourself, and if you take a full course, you can make money by becoming a bike tech.

suzuki gsf250 bandit.
great little bike - 45 horses of power-let me put this in perspective for you- the suzuki gs500f has only 50hp... so for a little bike it flies from a standstill.
dead cheap insurance. great on fuel- sips it.
if your restricted to a 250 then i guess your a learner too so youll appreciate it being a naked- although your can get various fairing types from glenshiel from bikini and half to full.
being a learner too, its not like 2-stroke crotch rockets, so its approachable handling and power delivary.
and it tops out at around 100mph, so it has plenty of breath left in it for overtaking and getting yourself out of sticky situations.
and then theres the huge fanbase, some oppourtunities to upgrade, tune and customise are vast. and we actually have a shop in our city that specialises in Bandits...need i say more?
