I'm not touching the mp3 side of this but for the downloading to your phone, you might want to check out BitPim. BitPim is a free & open source (GPL licensed) application for moving files directly from your computer to the phone using a cable (generally USB to the port on the phone). You will want to check to see if your phone is currently supported by the application before installing. I've had a lot of luck with Samsung phones using the application.
