It depends on how you are using them. If you are writing an informal letter or memo... use 1 or 5..
but if writing a formal letter or a novel or short story, use the words.. one and five.
If the number is the beginning of a sentence, spell it out no matter how big or small the number is.

I learned that up to twelve you spell it out and 13 or higher can be in numbers, but considering all the different answers I guess there is no right way.

IN written sentences, the numbers one thru ten should be written out. For the number 11 and above you can use the symbols.

Generally, you spell it out for nine or less, numbers for 10 and up.

This may or may not be applicable for titles/slogans though.
