why does the philippines want to change to parliamentary from presidential?

there are many allegations that they want to do this just to extend their terms etc... but did the president, Gloria macapagal arroyo say anything on record? did she say why she wanted to do this?

i don,t know much about politics in philippines. but it is sure that
most of the democracies in world following parliamentary system
it is some where better to presidential govt. in a democracy parliamentary has better control of general people.

it would not count number number. Presidential or Parliamentary, if the individuals save voting for an same corrupt politicians, format replace isn't needed.
