I think Captain Marvel was actually handled OK in the cartoon, although I am strongly in the camp of the old school that beleives CM should think like entirely different person than Billy Batson (per the first 30+ years of the character's history). Still...All that as a given, it was a good episode. Individually, I'd say CM, although I really liked the JSA equivilant they met.
Someone menttioned the question in one of the above answers and I did want to just straighten something out there. The question was created in the 1960's by steve Ditko for Charlton. Watchmen was written in the 1980's by Alan Moore. Originally, Watchmen was supposed to feature the 1960's Charlton creations, then at the last minute DC said they had other plans, so moore had to transform those character into new creates. Rorsharch is a copy of the question, not vice-versa.

I wasn't that much of a fan of Justice League as much of one that I was for the classic Superfriends, or super powers team. None the less the best hero would have to be Green Lantern(older version - not john stuart.) for his immense power over all but that which is yellow.

The Question had the best lines in the show-- possibly the best set of lines ever on TV... OK, so that last pointwas a bit of an exaggeration, but the guy had some great lines. Plus, any character based on Rorshasch from Watchmen is great.
