I'm not sure that civil societies are as involved as the rulers. Do you feel that Chavez is going to not monitor and control the extent that Venezuela reaches out to Chile?

Even in a free society like ours, what does more to shape the relationship between the United States and Mexico? The people or the not so transparent conversations between Washington and Mexico City?
