This can be due to a complex series of physiological interactions. It depends also on why your blood pressure is high.
Stress Example:
When you're under stress, there are a number of normal responses. Your blood pressure goes up, your body produces cortisol, and your digestion slows down. Other hormonal responses happen as well.
This is very helpful if you're a caveman and you're trying to escape a tiger.
This is not very helpful if you have a deadline tomorrow and you're unprepared, you're worried about your rent, your girlfriend, Global Warming and what's going to happen tonight on Heros.
The stress response will be the same for both of these examples.
Now, do you think your body is going to support the biological processes to have an erection if you're trying to outrun a tiger? That would take away blood and oxygen from the mucles that are necessary for "Flight or Fight."
So, if the physiological responses to stress are the same, even if you're not in physical danger of being eaten by a tiger, the consequences are going to be the same as well.
Health Example:
If your blood pressure is high because you're overweight, your arteries are blocked and you're not in good health, you might argue that the body is designed to not let you reproduce because you're unhealthy. This might be a controversial view, but it does fit the mold of "natural selection." From a more pragmatic view, the bloodflow in the body may still be impeeded and therefor there simply isn't the "support" to maintain an errection. Either way, the result is the same.

tes it does i /m 52 had a problem with even getting an erection my blood pressure was running very high .also a stress problem my d.r. said i had to go on blood pressure medicine . i said no thanks i joined the richard petty gym in randelman n.c. been going there for 6 weeks my blood pressure has been checked several times and is back to normal and now i have a problem kepping my erections down good luck
