well, do you love them as a friend? Tell them that way first and see what happens. If the someone is your friend they'll return the sentiment. Love as friends first, as lovers later.

If you've been with them for a while then sieze the day and tell them...but if its been only like a week...do not...i repeat DO NOT! b/c thats way to soon...

After they tell you that they love you. If you tell them first it might be weird and awkward if they don't feel the same way, then they'll break up with you.
