Coldest on average, or coldest extreme?

1) Russia
2) Canada
3) Greenland
4) Norway
5) Finland
6) Sweden
7) Iceland
8) Estonia

10) Denmark

USA would be in there near the top if you're interested in extremes.

The question, as stated is too vague. Countries generally have broad climactic conditions which change over time.

I think the question would be better stated as, "What are the top 10 coldest temperatures ever recorded and where were they located."

You might also want to put conditions like "within 5000 feet of sea level". There have been some pretty cold temperatures recorded at extremely high altitudes by research aircraft and on mountains.

No Lea, Antarctica is not a country. Neither is Alaska. But I think your answer is pretty good considering the wording of the question.
