Well, u can easily gane weight and make them bigger. but I'm sure u want the firm sculpt ones . so doing anything with weights will help u to achive that goal without getting flabby. Start with lower weights then go higher. If u don't exercise with free weight get the 5 lb first then increase the weight as u go on.
A Do 3 set of each exercise 3 times a week. u will see the result in 2-3 weeks depending on u'r body type.
To expand thighs:
Any exersice that uses the thigh muscle such as:
Inner thigh lift
Otter thight lift
legg press
Best one is lunge ( with weights)
For Hips
again any exersice using the hip muscles such as:
all the above +
Squat + weights
Believe me even if u run and eat more u'r thigh and hip will be bigger but firmer.
u also have to increase u'r calorie intake a little. because u have to feed the muscle to make it grow.
I know that all this exercise are out there to make the thigh and hip slimmer. However it really depends on how u do the exercise. Lifting weights with u'r legs while u are increasing u'r calorie intake won't result in slimmer hip and thigh. U are keeping what u have + packing muscle.
U can get lot of good information by Just typing hip and butt exercise on the web .u can also see how each exercise targets a specific muscle group. even the ones that say slimming will make them bigger by increasing the weight which is really important + food intake. Hope this help.

Go to a gym or invest in a machine that works those areas. If you want your muscles to be bigger then make sure to use large weights and don't do many reps. Large weights + not too many reps = the muscle fibres tear (not painful!) and then grow back bigger. Small weights + lots of reps = toned muscles, but they will not get larger unless you really go for it, like Geri Halliwell style or something.

why do you wanna expand yo thighs are you thin? first you gotta eat a lotta carbohydrates(high carb diet) and proteins and then do squarts with a bit of heavy weight the best way to have big muscle is to bulk up so i guess thats what you wanna do

us a exercise ball put it in between ur legs.........and life up...try 5 reps 2 times to start out with..
also....do lunges.....im sure u know how to do that
also the exercise ball put it on a wall ,door etc and put ur bak again it and lean down that helps alot

I have never heard of sombody who want to expand them. Honey there aren't any exirses you are just born with em'. Sorry, trust me you don't want them.
