In the area of providing health care, the theory is that by monitoring, measuring and managing the performance of people who supply the care, one can provide information that will allow the further development and expansion of clinical practice as well as pushing the limits of training and research that will enhance the reputation of the establishments. But this is, of course, a hope and, in the light of current budget constraints in the NHS under the present government, very much wishful thinking.
