essentially, yes, for being a rat bastard. i figured it was more for the revenge factor because sullivan (damon) took out a lot of people on his squad including his mentor/boss played by sheen. and sullivan tarnished the shield by being a traitor.

anyway, when Leo gave his chick that envelope to open if anything happened to him, its widely believed to contain information on who the rat within the staties is, and information to contact Dignam, since, even though they didn't get along, he was pretty much the only one he could trust
so not only was Sullivan responsible for the death of Queenan, but for 3 other cops as well, including Costigan

He was a rat. He was responsible for the Quinans death.He was the reason that Walberg left the police.So it was matter of revenge mostly!!
