They do have very strict laws out there and the punishments are severe, being an Islamic state I would presume that they would be against living together without being married.

Our dear friends who have been married in this country for years were going to travel to Iran. He is Iranian, she American. This of course, was before Bush stirred the hornets nest up even worse. What they did was get her an Iranian passport way before the planned trip and had a friend draw up an Islamic marriage contract which they both signed. This made it more comfortable to travel in 1. an anti-American country and in your case, more culturally and religiously correct to travel to Dubai. Now if you are both American with no citizenship in Dubai being married is probably the safest route. Remember Islamic countries consider co-habitation to be fornication and have the right to use very stiff penalties towards the offenders should they so choose. Checking with the American embassy would also give you correct information about traveling to Dubai.

A friend of mine got a teaching job in Dubai ;he and his girlfriend had to get married before they went as they would not have been allowed to co-habit.What a contrast to this country..they will let all sorts (mentioning no-one in particular) co-habit here.

I would get married before you go out there just to save you any hassles. I got married before i moved to Canada, not for the reasons you're thinking of marrying first, just so it would cut through a bit of red tape with us both and my daughter having the same name....
Good luck!
