Depends on what you were doing when the spots occurred. If these spots are on the head of your penis and are occurring after sex, this can be normal from the suction sometimes applied during Oral. This happens much like a hickey would be formed. Blood is sucked through the tissue into the epidural layers of the skin. If this is the case, they will not last long.
If these spots are on your shaft or if they are present for Long periods of time, you may want to have this checked.
