clothes are left very wet after multiple attempt to ring them out. Could this be a belt issue?

It could be that, if your washing machine belt has never been changed, or if it's been quite some time, then the belt could be stretched or worn, thus causing the washer not to spin very well. A new belt would be your least expensive fix, so I'd try that first.

make sure the amount of clothing suits the water level
make sure the clothes are put in evenly around the washer
make sure you don't overload with too many clothes
all of these have caused my washer not to spin all the water out and are all easy to eliminate as a problem
i had a belt issue too at one time and if you have eliminated all of the above and it still has the problem, check the belt

Could be you are loading your clothes and causing the machine to go out of balance. Or could be another problem maybe the transmission is weakening and will soon need to be replaced on your machine.
