Yes, the damaged fins will grow back (slowly), get a bottle of MelaFix and dose the tank daily according to the directions on the label. MelaFix is a natural product that helps regrow damaged tissue in fish. Combining with PimaFix will help fight bacteria and keep fungus from attacking the open wounds. This will be cheaper than a vet bill.
You don't say how big your tank is or what kind of cichlids you have, but the tank may be too small or not have enough hiding places (a cave for each fish is required) for the amount of fish you have in it. Cichlids are a very agressive group of fish and one will always become dominant in any given tank.
Any fish that remotely resembles the dominant fish will be attacked and harrassed until driven away (not possible in an aquarium) or killed. Removing the offender will typically result in the next fish in line moving up to the dominant position in the tank.
The only way to get around this agressiveness in a large tank (55 gallons at least) is to overcrowd them so the agressive behavior is spread among many fish and not concentrated on just a few. This is a touchy thing to do and you may still lose weaker fish who stop eating and die when bullied.

Yes, but it will take awhile. Also, you might want to take the aggresive fish out of the tank or he'll keep chewing the fins off.

Add a proprietary remedy to the aquarium, and give the affected fish(es) a short-term formalin bath. In severe cases, consult a vet who will trim off the diseased part under anaesthetic, then treat the fish with an antibacterial preparation.

Cichlids are very aggressive and you must stop him from attacking the other fish before you think about reaping their fins, he will keep attacking until the other fish die.

yes, with lots of TLC and immaculate water conditions.
but i'd look into WHY fish are getting aggressive with each other and maybe rehome some, especially if a particular one is being a trouble maker. cichlids are notorious for beating on each other!
