I am 40 and remember him in a show on the T.V. when I was a teenager

He has lots of television credits in the 70's and 80's so it could be any of them. Here is the link to imdb and everything he has done. It would be difficult for me to pinpoint the exact one and you may be able to figure it out when you read the titles.

I can only assume that Gibbs was just a sailor hired to work on the ship at the beginning, and after the voyage was completed he simply stayed in Tortuga and became a drunk. As for why he didn't recognize Will, it's probably because Will was only a young boy when Gibbs first saw him. BUT this raises another question. We know that the beginning scene happened eight years before the rest of the movie, because Elizabeth says she recognizes the Black Pearl from eight years ago. We also know that Barbossa's men have been trying to find all the Aztec Gold for ten years (someone tells us this, I can't remember who). So if Gibbs immediately knew that Barbossa needed Will's blood, he must have known for some time. Then how come, when he heard Will's name at the beginning of the movie, he didn't put two and two together? We can only assume that he did not know Will's identity throughout the whole trip at the beginning.

The most recent tv series on were Kevin McNally who portrayed Mr. Gibbs on Pirates of the Carribean was "Dad" which premiered on September 1997.

He has played a load of stuff on TV.
As you can see he was in Z cars and I Claudius in the 70's, so chances are you have noted him there
