Plce a pice of tin foil at the botton of a cup - add hot water, salt and white vinegar - leave it to soak and then gently rub the tarnished piece with some soft cloth - looks like new!

The aluminium foil and soda solution soaking method mentioned in other answers will work for all types of jewellery. Once your jewellery is bright again, I recommend you to finish it with Goddard's long term silver polish, applied and polished with either a soft cloth or soft toothbrush (e.g. on a chain link necklace). This will apply a coating to resist further tarnishing.
I bought my polish at Wilkinson's and believe it is stocked at more large hardware stores.

Place your jewellery in a bowl with a piece of clean, crumpled tin foil. Add hot water and powdered fabric softener. Let it soak for 15-30 minutes. And voila! Shiny and new! It works like a charm.

There are inexpensive, commercially available silver cleaning solutions you can buy. Some are a cream, and some are a liquid. Some are a dip you lower the jewelry into and soak briefly. They work quite well, but some of them have a weird/bad chemical smell.

You can buy a small pot of jewellery cleaner in the cleaning products section of the supermarkets. Its dark blue and is made by delu. Its very good for all types of jewels

Use a good quality proprietary silver cleaner from a jewellers then when not wearing the item store it wrapped in black tissue paper to prevent more tarnish build up.

Soak a duster in warm soapy water and wipe the item very lightly. But ensure that you dry it properly. Once all the tarnish has been removed wipe the item about once a week to prevent build up.
