Well, to an extent Yes.
The bowler with the oily skin can use his oil to the ball to increase the shine, which would get some more swing.
But, its not that the bowlers with dry skin cant swing the bowl much, the ability to swing the ball mostly depends on his technique, so the bowler need to have that skill first of all, after that comes the factors like wind, pitch condition (like grass), oil (which u just mentioned) and humidity which affects the swing of the ball.

no not at all it depends on the condition of the ball,the condition of the pitch n how much u make d ball swing with your arm n having an oily facial or dry skin doesn't matter at all
