i will catagorize this answer by systems:
PlayStation2: Mortal Kombat: Armaggedon
this game has somewhat of a RPG element but you also need skill to play this game as far as the Fighting elements are concerned, this being, FATALITIES, and basic/super moves.
XBOX: Fable: The Lost Chapters
This is one of the best games on the old gen XBOX and is a very freeform type game, meaning you basically can do anything you want to do, you have to have some skill to pick what side you want to be on, you can go the easy way and be evil, or go the hard way and build yourself into a good person
Playstation 3: Virtura Fighter 5
This is a real good fighting game, and you sure will need skill to master the various moves in this game!
XBOX 360: Smackdown Vs. Raw 2007
This game isn't really catagorized as a fighting game, but it has great graphics, a good story mode, and a awesome create a wrestler mode. you really need skills to master the manuevers in this game using the analog stick!
WII: The Legend of Zelda: Twilight Princess
one word: AWESOME, this game will really get you into the action, using the nunchacku controller and WII-mote, you can hack and slash your way thru this and be emotionally wrapped up all at the same time!

One on One fighting games are a dime a dozen. Tekken, Mortal Kombat, Dead or Alive, Street Fighter, get the latest releases and have some fun with your friends or see if you can beat all the characters and unlock new ones. If you get good enough at them, there are state and national championships to be won by kids who do nothing but play video games all day long.

Soul Cailber II - as mentioned, there was an adventure mode where you had to cross the land fighting people etc, but also with story in there as well as loads of hidden extras. It's still essentially a fighting game first and foremost though.
