when I start the eng. the speedo needle will jump around and then sit on 19 mph. When I start to move the needle will bounce slightly then stay at 19 mph. After a few miles it will return to normal. Speedo, sender, wiring, computer problem?

Bad news, it's the speedo head in the dash cluster. Been there, done that, bought the t-shirt about seven times now. This problem is more common with drivers who smoke. The speedo is electronically controlled and it gums up with environmental dust and grunge. Two solutions, get a used unit from a junk yard, or take the cluster apart and clean it with electrical contact cleaner. It is available at any electrical/electronic store. The problem is at the balance coil which is accessible once the speedo head is removed from the cluster housing. To be sure, next time it happens, flick the odometer a few times quickly. If the speedo starts working, its the speedo head. If not, it might be the speed sensor, but I have only seen 1 go bad in the last decade.
