You don't "receive" a return, you FILE a return. If you didn't file a return last year and have a refund coming, you can still file and get it. Your current address isn't a factor.

Failing to file in a previous year has nothing to do with filing for the current year. In fact, if you fail to file this year you will just make your trouble worse. That being said, if you would have gotten a refund last year you can still file without any penalties (and possibly even get a refund). If you owe money from last year and didn't file, you will still need to file and pay what you owe along with penalties. If you owe taxes from last year, but you are do a refund this year, there could be a hold on your refund as a means to collect the past due taxes.
No matter what though, you need to file your taxes.

Yes you can - each year is separate. But if you were required to file last year and didn't, you should file as soon as possible, or at some point the IRS will catch up to you and you'll have to file and if you owe, pay what you owe plus interest and possible penalties - and once that happens, you won't get any more refunds until your debt is paid off.
