It is more a pain than pleasure when dignitaries like President, Chief minister's visit institutions.The common public are very badly affected by the block in traffic for security reasons.Instead they can easily get a helipad ready at their spot of visit so that the routine life of common public is not disrupted.

Any trip by a senior member of an administration disrupts life for ordinary people independent of the mode of transit used. Sometimes these trips serve legitimate state interests, sometimes they don't. It seems impossible to control.
