Probably for the same reasons the western powers appeased Hitler. Since the League of Nations' "rules" supported Hitler's claims on the Sudetenland and Royal Poland (they had a majority German population), it was impossible to say no without dissolving the LN. UN mandates authorized actions versus the Hussein government - the UN just couldn't muster the will to do it. For the UN to condemn the USA for taking actions they already mandated for themselves would require them to refute themselves, hence, it says nothing. Since military action is voluntary for UN members and the UN mandated action versus Iraq, the coalition of the willing, all UN members, were just enforcing these mandates. In effect, they were the UN.

All the countries included in the UN have to pay dues to the organization. The fees help fund the UN and the amount varies with how rich that particular country is. The United States accually owes more than any other country and hasnt accually paid all that it owes. Therefore, the UN has it in their best interest to not bite the hand that feeds it or else the US just may delay longer in the payments.

US has made UN a clown, by disobeying to its policies and being stubborn about attacking foriegn countries. Now, if UN wants to put pressure on other countries, they have reasons to not listen to it.
Remember what spiderman's uncle told him "... with great power comes great responsibility...". So if we are powerful we are in a position to set examples and should act responsibly. So dont be annoyed about UN keeping quiet.

Sadly, noone wants to offend a superpower. And what of the China issues, the UN has also mostly turned a blind eye to these, too.
