That's a good question. You are very curious to know about Indian history and I(as Indian) proud of you.
I think that most of the polices in the India working under Britisher's were Indians. They had to obey the orders of their officers. For their livelihood, they had to work with the Britisher's.
I don't think that the people from England were brought to India to work as policemen, they were only appointed as the officers.
p.s as the soldiers under the British were Indians, they would not had react harshly with the polices as they too were enjoying the freedom.
