You will need a TV tuner card.
Tuner card allows television signals to be received by a computer.
TV tuner cards can also capture video allowing u to record television programs onto ya hard drive.
Tuner cards come real cheap.

Do you have a TV tuner/capture card in your PC?
You can get an external or internal card.
Only then you can receive cable TV on your PC>
