Education is a naturally occuring thing, therefore it is a right. no one can stop you from being educated.
Now, if you mean should the state provide education to all citizens? Well, only if the state is comprised of people intelligent enough to realize that educating all citizens as much as possible benefits all members of the society and allowing large numbers to go un- or under-educated is a terrible burden and cost to society.

It's never been a right because it was created by and for government. If it were, what level of education is educated? Wouldn't college be free? Public education as we know it today was a Prussian idea to get their boys regimented in life so they would make better soldiers and be less likely to question government decisions. That's why "pay as you go" education (college) is often the place throughout the world where people have ideas critical of government. It's designed to foster free thinking. I'd have to think more about whether or not it is a privilege. For a republic, it's more of a necessity or a duty. Possibly for a monarchy or oligarchy it is.

I don't know if it's a "right" exactly, but only a fool would say it shouldn't be treated like one...
look at the places that don't have public education... call me when you find one you would actually ever want to live... they usually have "shanty towns" that are many square miles large full of people who don't and never will get an education and then crime rates skyrocket, because what else are most of them going to do?
every industrialized nation that I know of has public education...and the ones that are doing the best, have the best public education systems... I don't think it's a coincidence

Secondary education is a right.
it is a right granted by your state constitution.
Post secondary education is a privilege.
But some states have made post secondary education a right, they offer free tuition to residents at in-state schools.

I get tired of people claiming their "rights" to education, medical care, a job, etc, etc, etc. People in this country (US) haven't the first clue about the difference between a right and a privilege. A right is something that is innately yours without obligating anyone else. If it requires anything of someone else, particularly taxpayers, it is a privilege. You are blessed to have it; you are not owed it.
