Communism as a political system isn't inherently bad or evil. It doesn't work. But it's not evil. However, you would be hard pressed to find someone who didn't feel that propagating your political/religious beliefs by means of terror isn't evil. So to answer your question, terrorism is worse. By a lot.

Communism has an impact on every citizen. I think you are probably referring to our current police state. While modeled somewhat after Soviet Russia ideals, it is a little different than communism.
With terrorism, you are more likely to die from choking on a peanut than die from it. You do the math.

Terrorism is the act attacking, defrauding, destroying other nation's public, private and corporate properties.
so, you really can't compare them. its like comparing the USA with baseball.
