Vienne is and was a profound center for artists and dreamers alike, many famous romantic figures lived and studied in Vienne (Mozart, Beethoven, ect.).
It is a very romantic city and has had some of Historys most romantic figures live and work there.. so I guess that would be why.

Are you confusing Vienna, Austria and Venice, Italy? Doesn't really matter because both are beautiful and fascinating cities filled with history and myths. Think either would fit for stories and songs related to dreams and aspirations. Dreams and aspirations were also lofty themes for writers and composers in the past.

I have NO idea. I've been there, but aside from the historical bit, nothing really special. Maybe it's because of the arts and famous composers.
