So sorry - that sucks.
Confront her and see what she says. There are probably other issues her, like drug use or sexual abuse. But that's no excuse - make the line clear. Unless she is really willing to seek some help, she needs to go. She has to feel the consequence of breaking someone's trust before she realizes how harmful her actions are.

Talk to her. Tell her you know about it and ask her why. There may be a reason she feels she has to steal (drugs, debt etc). Tell her she should have told you she needed money or asked you if she could borrow money but you are stunned she would steal from you. If she gets too defensive she may have no good reason and you may need to tell her you will report it to get a straight answer. Stealing a bank card IS a crime and if there is any friendship here you're doing her no favors covering for her.

take it from someone who has been in your shoes -- you don't have to trash the friendship forever, but you DO have to sever your ties right now. Calling the cops is a decision you'll have to make. Regardless, the only reason that you should EVER talk to her again is if she apologizes (and maybe returns the stolen items)

you need to do more understanding. most people steal because they need the money, not because they like the stuff they are stealing. most likely she is on drugs or has another bad, expensive habit. if this is the case, find out what it is, be cautious, but befriend her again. she probably needs you.
