I've never done anything at all that has to do with modeling or pageants.

Are pageants expensive?

Concrete
you are a hard person to please !!
Yes, pageants can be extremely expensive depending on the size and type of event you are talking about--- the larger ones bring a lot of competition---and with the larger competition comes the larger bill --- most of this in the way of either the entry fees or the costuming bill or combinatiion of both--- let alone the cost of travel and the stay in the hotels and all the other things that can combine to throw a major hurt on all but the thickest of pocket books !!! And, a good deal of the time-- in the comparison of the expense and the possible "pay off" when it comes to the usual (scholarships---trips---cars---contracts ---ect ) The lottery is a much better bet !!!

Modeling however, is a very different animal--- and if one has the "look" and some basic talent for the stage and set---- and the drive and dedication to work very hard at it --- you can get a start and do quite well if you follow some very simple rules and stay applied at the goal of staying AT the game !!
You must first be at the game of getting the start--- which means actually getting some experience in front of people or the camera ---- which can be accomplished by approaching the people who are into providing fashion shows for the public---- Shopping malls are a great place to get your feet wet in this game--- go to the mall office and ask to talk with the people in charge of the fashion shows that they put on --- this is usually a coordinator of some sort (there are about twenty different titles that they call themselves----event managers---fashion directors-- public relations managers etc etc etc )----but--- get the requirements that they have for people to be in the shows and go from there---- do as many of these as you can for a year or so while you work on getting some really good photos of yourself together for the MUCH NECESSARY PORTFOLIO--- this can be done on your own with a somewhat decent photographer and a lot of time and energy in getting as many truly unique and different shots of yourself in every possible "look" you can come up with over a reasonable length of time--- say that year that your getting some show experience--- once you have those two things accomplished--- start approaching agencies---stay with legitimate agencies -- ones that have a solid rep and don't be wasting a minute with scammers who are interested in you but want to put you through their "training and portfolio program" with a hefty price attached--- they are in the game to make YOU the customer and not there to make YOU the commodity !!!

Hope this helps somewhat here
And, the best to you in your endeavors
I have been a professional commercial photographer for many years --- with hundreds of fashion shoots to my credit and numerous ones of those for national campaigns --- I have been a certified model consultant since 1991 and have seen many many people through to a start in this business --- all of which I am extremely proud of !! Once again --- the best to you-- because if you work hard at this--- it could possibly make your life an outrageous adventure--- I know it has for ME !!!!

To get into, enroll or participate to them intentionally. Look for announcement in media, say TV radio, posters. Pageants, considering the appearance of celebrities and production design is expensive being financed by business tycoons.

It really depends

You can find great competitions where the entry fee is as low as $300.00

But there are a lot that are way expensive: you are talking $800 plus
