The operating system provides a common framework for software to run in, it also provides the common functionality and communications framework that software needs. If you had to write everything from scratch and integrate it you'd never have the broad range of software that is currently available.
Not all computers use operating systems, in many embedded computers the whole system is coded from scratch.
