Depends on the graph. You can make a full interval on the graph more than 1. If the interval is 2, 13 will be 13/2 intervals or 6.5 If the interval is 3, 13 will be 13/3 or 4.33 intervals. I think you should see the answer

I'm not certain about what you are asking. Here's two options:

13 = 13.0 (a decimal)

When setting up your axis on graph paper, you can have each box/line equal 2, and then essentially count by 2's for each line. Then, you would graph the number 13 between 12 and 14.

You could divide everything by 10 so 13/10 would be 1.3 or by 100 and it would be 0.13. However that means you would have to divide everything in your equation by 10 or 100 and then when you have your answer multiply it by 10 or 100 to get the answer you want correctly.
