If the government recognizes a "civil partnership" as something different then marriage, then being bisexual could i both enter into a "union" and get married?

Not with two separate partners. As I understand it, the civil union laws require that you affirm or swear that you're not legally united in a marriage or marriage like relationship with another partner. And quite likely, not with the same partner twice.
