The reflection and refraction of the water make it visible. The water is clear so some light will pass through but some is relected off (like a mirror) catching your eye. Everything that is visible is visible because of the light that bounces off of it.

The drop has a bent surface, like a lens, refracting the light which hits the water droplet.

And the water (inside the drop) bends light.

While water is transparent, its index of refraction is quite high, so a teardrop-shaped drop actually reflects and refracts quite a bit of light. If raindrops fell as thin sheets perpendicular to your line of sight, they might wind up invisible.
