change the horizontal and vertical from 100% to whatever. go lower in the % to make it smaller and raise the % to make it bigger.

remember after the menu closes the new size will be 100%

Open your file in Paint. Under the image drop-down menu, Click on "attributes" which will tell you the width, height, and total file size. To re-size the image, divide the actual size into the desired size. For example, if the attribute says the height is 864, and you want it at 600, divide 600 by 864, and reduce to that percentage (in this case it would be 69). To do that click on the OK to close the attributes box, then open "stretch and skew", from the image drop-down menu. Punch that percentage into both the width and height boxes. Only fill in the top 2 boxes, then your image will be re-sized to what you want. click file drop-down menu and click save if you want to change the original to that new size or save as if you want this saved as a new image with the new size.

click select all in edit and move the arrows to however big you want it.
