I don't undestand the question. When you say metabolizing protein, are you refering to enzymes that cleave proteins, or are you refering to the endoplasmic reticulum? And what is a metabolizing cell? All cells are living and therefore are metabolically active. But to answer your questions about genes, all proteins(including enzymes) are obviously not expressed in every cell. So there are cells that have certain proteins and enzymes "turned on", and these are often necessary for the function of that particular cell or organ, that other cells do not. example, intestinal cells have the enzyme beta-galactosidase turned on in order to to digest lactose (milk sugar),, but other cells in the body do not.
