i have a 94 civic if i put headers on it will it make it loud i have a intake and muffler on it already?

The muffler is what makes it loud or quiet. The headers just change the way the exhaust flows from the heads. Why are you going to all this trouble with a Civic? Get an Acura and be done with it.

Maybe a little, but mostly noise you'll hear inside the car as combustion detonations. Actually headers are a good idea if you have a performance intake and exhaust, since really the intake-exhaust is one LONG TUBE and you have a restriction in it----the stock headers.
