It depends on the type & location of the break--some do, some don't. A simple fracture--yes, you probably can move. A compound fracture, where the bone pokes through the skin, or a spiral fracture, which is exactly what it sounds like, no. Colles fracture collapses your wrist on itself (ouch!)

I recommend against fracturing anything!

Depends on the type of, and location of, the fracture. More than likely you would, but not without pain. If ther is a question of a fracture, it should be splinted (it's easy to just use a magazine and roll it around the injured area and tape it) and evaluated by x-ray.

Yes because you arm is broken not your hand. You should be able to wiggle your fingers.
