some do it to be nice so you don't get your feelings hurt. Some do it to be mean. It just depends on the situation.
If you are the type of person who cannot take criticism easily, then the person is probably doing it to be nice so your feelings don't get hurt.
You're better off telling that person that you want to know the truth whether it will hurt you or not.

Lying is by definition dishonest, other methods of evading the truth don't have the same intent to deceive or damage. Not all untruths are lies. If my significant other says "did I make you angry" it's a lot easier if I say, "no, no problem, I was just surprised for a moment" than get into a pointless argument.
