Rough Opening. Typically 2" wider and 1" taller for doors. IE 2-6 door rough framing is 2-8 and 6-9 for interior doors. Exterior doors can be 3" wider, but some framers just make them 2" wider and are ok.

On windows you have to check with the manufacturer if not on the plan or opening schedule. A local manufacturer, American Windows, the size of the window is the rough opening, for example 3-0x5-0 is a rough opening of 36" wide by 60" tall. But other manufacturers you have to check the RO like Pella and Anderson. So the draftsman should have an opening schedule that calls out the rough openings for doors and windows. Or at least the builder should have the information.

My suggestion, if in doubt, but you have to make a call on site. Make the opening bigger than you suspect. Later if you have to make the opening smaller, you just add some 2x or 1x or 1/2" sheathing to the inside of rough opening. If you make it too small, then you have to reframe, make new headers, move jack and king studs. It's a lot easier to just add some deadwood.

what is happening is an attempt to engineer gender roles to eliminate any family structure that could interfere with the power structure that has been built up .. men and women are NOT an us against them power struggle .. it takes both to tango and make a strong family .. it has even gone so far that they load your food and containers the food are in with chemicals to upset the natural hormones in men and women to confuse gender .. dont think its happening and is planned? .. then your eyes are wide shut ..

r o means Rough opening...normally applies to window/door openings....windows and doors state what the ro is to be...
