He stays at the top of the tank in the same place unless I am feeding him. He also floats on his side. There is a knot by his tail and that is where he the floating starts. If it is an air bubble what should I do? Also his tail and fins are not growing (I have had him for about 3 1/2 months and they haven't grown at all). Please help me I am clueless.

An air bubble is not completely out of the question, but it is a really, really long shot. More likely is the possiblity that the fish has a genetic malformation in the swim bladder and that is the cause for both the physical signs and the irrgular floating position. Assuming the fish is eating well and able to swim about when he wants to I wouldn't try to do anything at all.
Crowntails do typically have shorter fins than the veiltail varieties typical to pet shops.

yeah well bettas will kind of just hang there,you do know that bettas come in short fin varieties huh and nothing not even time is going to make them grow,as to an air bubble in the tail can't say I've ever heard of it,maybe scar tissue from old injury

It seems like there is something wrong with his water? Change and warm it to around 80, add a tsp of aquarium salt per gal.to the water. As far as fins, crown tails have pointed fins but not really long ones like Veils. Good Luck..><>:)
