It's called stupid parents. He is a spoiled brat that didn't receive any discipline.

Attention Deficit/Hyperactivity Disorder (ADHD) and probably Oppositional Defiant Disorder (ODD).

1. ADHD would explain his impuslive actions and his restlessness and inability to sleep (probably didn't need to sleep like other normally would, because he was so full of energy)

2. ODD is starting to develop, actually has developed as a secondary disorder due to the lack of diagnosing the ADHD early. ODD would explain the truancy, talking back, and experimenting with older students.

He feels bad for what he did, which would not really be a Conduct Disorder (CD), because normally those with CD don't feel bad. However, he could be continue toward the path of CD if he doesn't get help soon. Psychological counseling and perhaps some medication would benefit.
